The objectives of port governance are determined within a specific economic context, where trends in global trade, the facilitation of this trade, as well as transport and related agreements and logistics, inform the decisions of policymakers at the national, regional, or local/port level. Furthermore, the applications of Information and Communication Technology (ICT), along with the resulting e-governance mechanisms, are readjusting the operational and commercial relationships within the port community, thereby increasingly informing port governance changes.
